While many aspects of this video are no doubt true, the analysis of the Paper titled "Scenarios for the Future of Technology and International Development" is misleading in that Dana Ashley goes through the paper pointing out things which are now occurring relative to Covid-19 response as proof of the paper's authors intent, to institute the Lockstep scenario.
I've read the paper and it is apparent to me that the authors favor the Clever Together scenario as the best way for the world to be organized to solve what they view as the World's most pressing problems, notably a litany of nebulous Liberal Progressive Ideological desires such as Social Justice, Income inequality, and Climate Change. They appear to me to promote the idea that a Benevolent Authoritarian World Government, although they don't call it that, is both possible and desirable as an means of accomplishing their ideological goals.
Typical of these ideologues though is that they fail to account for inconvenient things like human nature or assume that it is a minimal stumbling block and can be easily changed. This is exemplified by the love affair between Leftwing (read Benevolent) Authoritarian governments and the use of Re-education Camps to deal with incalcitrant Human Nature as a prologue to the simple expedient of eliminating the incalcitrant humans.
Human Liberty plays no role nor has any value in the Creative Together scenario aside from possible lip service assuagement. The hard wired human desire to be free is just another part of human nature to be ignored and/or controlled if needed. This has played out with the Safety Regulations of the Lockdown. Liberty has been willingly given up in the name of safety even if it is proving to only be perceived safety. No need to reeducate these people.
The Lockstep scenario is essentially the Creative Together Scenario after human nature plays its inevitable role,
i.e., power corrupts.
Ashley is, I believe correct that the Lockstep scenario is what would occur and is occurring, but wrong in her statement that the writers wanted this scenario. The writers are just simply naïve when it comes to human nature which has remained remarkably similar throughout recorded history.
